The Bylaw revisions were developed with input from MPNA founders and former board members to ensure thoughtful, well-informed changes. They clarify membership categories, modernize board roles, and align our policies with the current needs of the neighborhood and city guidelines.


Preserving the Integrity of Mahncke Park Neighborhood

Mahncke Park residents have long been dedicated to maintaining the character and integrity of our neighborhood. In collaboration with the City of San Antonio, the MPNA has established two sets of guidelines to support this effort.

Neighborhood Planning

Mahncke Park made history in 1983 as the first neighborhood to have its Master Plan adopted by the City Council. Updated in 2008, this plan outlines the community’s vision for the area’s future.

In June 2019, the City Council approved the San Antonio Midtown Area Regional Center Plan, which includes Mahncke Park along with Westfort, Tobin Hill, Uptown/St. Ann’s, Five Points, and part of Government Hill. This plan provides a framework for focus areas such as housing, land use, and development. The framework for this 2019 plan is available here. As part of this update, Mahncke Park’s Master Plan is now embedded within the Midtown Area Regional Center Plan. Home & Property Guidelines

Mahncke Park is designated as a Neighborhood Conservation District (NCD), a zoning overlay designed to protect and enhance the area’s distinct character. In addition to citywide property improvement regulations, the NCD guidelines ensure that new construction aligns with the neighborhood’s established aesthetic and historic features.

If you are planning any improvements to your property, please review the NCD Guidelines before beginning work. The City of San Antonio will reference these guidelines when issuing building permits.
